Board Meeting Overview

Board meetings are where elected officials conduct the business of the school district. Agendas for regular meetings of the NMUSD typically consist of a closed session and an open session.

  • Closed session agenda items are confidential and cannot be shared with the public. If the board agenda contains a closed session, the topics will be routinely related to confidential employee or student issues and/or pending litigation. The Board may also discuss various negotiations with its chief negotiator in a closed session.
  • Open session items are non-confidential agenda items in which the board conducts its business in view of the public. Open session agenda items are divided into the following sections: 
  • Public comment is provided so that members of the community can speak to the Board. If a speaker addresses an issue that is not on the agenda, the Board is restricted from responding to the speaker. If a speaker addresses an issue that is on the agenda, the Board may respond when the agenda item is scheduled to be addressed in the agenda. The purpose of the open meeting law, commonly referred to as the Brown Act, guarantees that public organizations will only make decisions or address issues that have been publicly posted. Public comments on non-agenda items do not meet this threshold. 
  • Presentation is when an item is being presented to the Board or from the Board.  Examples include presentation of a check or proclamation to the Board, or the Board presenting a Distinguished Service Award to a staff member.
  • Report is a verbal communication from staff on a topic of interest to the Board.
  • Consent calendar items are routine items of business that occur on a regular basis. The board will approve the consent calendar in one vote, unless the board pulls it for discussion. Often, consent calendar items are related to contract renewals, construction change orders, purchase of previously approved instructional materials, supplies and routine approvals required by state law. 
  • Discussion/action calendar items are required to be publicly approved separately. Items in this category are new items that have not been previously approved, require a policy change, or are related to compensation changes for all employees.

Three Newport-Mesa Unified School District schools (NMUSD), Early College High School, Estancia High School and Newport Harbor High School, were ranked by U.S. News and World Report as top performing high schools in America.

The annual list published by U.S. News and World Report, looks at public high schools throughout the United States (more than 20,000) to select the best schools. Top performing schools are based on those serving all of their students well. Rankings are determined by student performance on state proficiency tests, graduation rates, and the degree to which schools prepare students for college-level work.

“We are extremely proud that our schools have been recognized for their hard work in preparing students for success,” said NMUSD Superintendent Dr. Fred Navarro. “Congratulations on this well-deserved honor; keep up the great work” he said.

 Early College High School

Early College High School (ECHS) is a collaborative effort between NMUSD and Coastline Community College. Students are offered the opportunity to earn a high school diploma while meeting college entrance requirements. ECHS is an Advancement Via Individual Determination (AVID) affiliated school, California Distinguished School, California Gold Ribbon School, California Department of Education Honor Roll School, and WASC Accredited. Estancia High School

Estancia High School (EHS) serves nearly 1,200 students and has a variety of program offerings for all students to find their passion. Newport Harbor High School

School safety is a concern for everyone. Tragedies like what occurred in Texas today remind all of us to continue to be vigilant and prepare as best as possible for the unexpected.

Our district regularly reviews, practices, and enhances our safety procedures.

We have a partnership with the Costa Mesa Police Department and the Newport Beach Police Department to provide School Resource Officers (SRO), which are local law enforcement officers who work closely with all of our schools.

All school sites have safety plans in place which are updated yearly and as-needed throughout the year. Safety plans are regularly reviewed and updated in collaboration with emergency responders and local law enforcement, including SROs.

Schools regularly conduct safety drills with students and staff to prepare for a variety of potential situations. Drills include procedures for lock down, shelter in place, run, hide act, among others such as earthquake and fire procedures.

Schools participate in threat assessment and emergency response trainings with local law enforcement and first responders.

Our district has a Crisis Response Team that is immediately deployed to a school(s) during a crisis to provide immediate and ongoing support and resources. Counselors, social workers, and school psychologists are available to students should they need additional support during difficult times. We also encourage parents to have open discussions with their children to help them process the event and continue to raise awareness about the importance of safety.

While we have plans in place that are regularly practiced, please know that school safety is not something we can do alone. The partnership and support that we have with our local law enforcement and our school community is critical.

We ask for parents’ support in reminding students to please take all drills seriously, follow law enforcement, teacher and site administrator instructions, and if they see something, say something - it is the best deterrent to potentially harmful situations. We want everyone on our campuses, including parents and guardians to be empowered to report unusual or suspicious activity. 

Please know that we do all we can to provide a safe learning environment when students are in our care. We prioritize safety and continually assess our preparedness, improve our practices, and evolve with the changing times.

The City of Costa Mesa Parks and Recreation Department is hosting "A Mad Teen Party" on Friday, May 18 from 5 p.m. to 8 p.m. in the Downtown Recreation Center Gym at 1860 Anaheim Avenue in Costa Mesa.  The event is free for teens in Grades 7-12.  There will be a live DJ and food will be provided. See the attached flyer for more information about the event.  Teens who would like to attend need to turn in a signed permission slip. The permission slip is attached.

Estancia High School's Best Buddies Program is looking for volunteers to help with the Prom hosted by the Special Education Department on Friday, June 1 from 5 p.m. to 11 p.m. in the EHS Commons.  Volunteers will help set up for the dance, serve food, dance with students, and clean up at the end of the dance.  This is a fun way to earn community service hours!  If you would like to help, please see Mrs. Atkins in Room 324 to sign up.

Estancia High School's Prom, "City of Stars", will be held on Saturday, June 2 from 7 p.m. to 11 p.m. at Highway 39 in Anaheim.  Tickets are on sale now through the Student Store.  Tickets can be purchased through May 23.  No tickets will be sold after that date.  Please see the attached flyer for more information about Prom and ticket prices. 

 

Estancia students who desire to attend Prom must complete a dance clearance form. Seniors must have met their Senior Project deadlines and have 40 hours of community service completed to attend the dance.  Juniors must have at least 30 hours of community service completed to attend the dance.  Students must clear any outstanding fees or fines through the library prior to purchasing a ticket.  Estancia students may bring a pre-approved guest to the dance under the age of 21.  Guests must complete a guest pass and provide a copy of their ID.  The dance clearance form and guest pass form are attached.  Alcohol detection devices will be used upon entry to the dance.

The Costa Mesa Senior Center is in need of volunteers to help with their "Tech Talk" workshops for senior citizens.  Volunteers would help teach senior citizens how to use features on their cell phone such as how to text message, how to take a photo, how to send an email, how to us WiFi, how to sign onto a public WiFi, how to use Bluetooth, how to set up their calendar, how to install apps, how to set notifications and alarms on their phone, how to set up voicemail, how to add, edit or delete a contact, and how to use Skype or FaceTime on their phone.  Below are a list of dates where volunteers are needed.

17.a.4. Approve Agreement With Studio+ for Architectural Consulting Services to Determine the Best Approach to Provide Access Control at all District Sites. The district has committed to a continuing effort to enhance security at our campuses. The Board of Education has requested that staff review these improvements and the conditions at the district's other sites to determine whether additional improvements may be appropriate to provide for secure access points and site perimeters.

17.b.1. Approve Irvine Ranch Outdoor Education Center Contract for California Elementary School for the 2018/2019 School Year. Students and teachers from California Elementary School will participate in the program offered at the Irvine Ranch Outdoor Education Center during the 2018/19 school year. Students will have a hands-on experience, interact with the natural surroundings in a program aligned with the California Science and/or Social Science Content Standards.

Cielo Cruz, a senior at Estancia High School in Costa Mesa, was one of only 46 students worldwide to obtain a perfect score on the 2017 Advanced Placement (AP) Exam in Spanish Language and Culture. She answered every multiple-choice question correctly and earned full points on the free-response section. She will graduate in 2018 with a bi-literacy seal on her diploma, in recognition of her attaining proficiency in two or more languages.

Arriving to this country in second grade, growing up in a Spanish-speaking household, and having to constantly translate for her mom who spoke broken English, got Cielo immediately interested in languages. Her mom always instilled the importance of education and at a young age she became an avid reader in both English and Spanish. She spent summers, road trips, and family vacations reading;
it was and continues to be her passion.

 

During her four years at Estancia High School, Cielo has achieved a 4.46 grade point average and successfully passed multiple AP exams, including AP Human Geography, AP World, AP Chemistry, AP Biology, AP U.S. History, AP English Language, and AP Spanish Language.

 

“Cielo is a humble and kind person, who has always been an outstanding student at Estancia,” said Ms. Mayra Figueroa, Cielo’s AP Spanish Literature & Culture teacher.

 

With her many academic schievements, Cielo also finds time to be involved in extracurricular activities. She is on the school’s basketball team and is a member of Link Crew, which is a club on campus where upper grade students mentor new students on how to navigate high school, get involved and where to seek academic, social, and emotional support. She was also a member of the coding club, where high school students teach elementary students basic coding skills. She has been a member of the school’s academic decathlon and has competed in county competitions.  

 

When asked what one of the most rewarding experiences she’s had in life, she immediately says the Police Explorers Program.

 

“I loved the Police Explorers Program. I enjoyed learning different perspectives on the world, delving into human nature, and following a thoughtful, organized system that meets my core values of discipline and integrity,” Cielo said.

 

Cielo takes pride in continuous improvement of herself, her community, and younger generations. She loves giving back to the community as a mentor, tutor, and source of support for kids who may not have these type of champions at home. She tutors kids in her community on a variety of subjects and works to improve the look and feel of her community with various service projects. Cielo also is learning Chinese at the Orange County Lingual Institute.

 

“I know what it’s like to work hard and I want to empower my community to know what resources and opportunities are available for them to succeed,” said Cielo.

 

As committed as she is to her success and the success of others, Cielo’s long term goal in life is to improve the environment. She hopes to make a positive impact on the environment by becoming a mechanical engineer and developing technologies to undo the harm people have caused in all aspects of our environment.

 

“What inspires me the most about Cielo is her strong values and the genuine care that she has for people,” said Ms. Mayra Figueroa. “It is remarkable to hear her peers speak about Cielo the same way. Her peers look up to her, value, and respect her. There’s no jealousy and that warms my heart,” said Ms. Mayra Figueroa.

 

Now in her final year in high school, Cielo is taking AP Spanish Literature & Culture and plans to take the AP Spanish Literature exam this spring. She also plans to take the AP English Literature, AP Physics, AP Calculus AB, and AP U.S. Government exams.

 

The College Board administers the AP exams worldwide, which are reported on a 5-point scale, where a 5 is equivalent to a grade of A in the corresponding college course. In the 2016-17 school year, more than 2,000 students throughout NMUSD took nearly 4,000 AP exams.

School safety is a concern for everyone particularly with the recent events that have occurred nationally and locally. While Newport-Mesa Unified School District (NMUSD) has always prioritized safety we must continually assess our preparedness, improve our practices, and evolve with the changing times.

 

In an effort to support this important goal, Superintendent Dr. Navarro has assigned Deputy Superintendent Mr. Russell Lee Sung to immediately conduct an in-depth review of all safety related procedures, update policies and procedures (where necessary), and provide assistance to all school sites and work locations throughout the district. Since this will require focused attention in next several months, Director of Curriculum and Instruction Mr. John Drake, will temporarily assume many duties of Chief Academic Officer.

 

You may recall a communication that Superintendent Dr. Fred Navarro sent to NMUSD families in February, which provided a brief overview of current safety plans and procedures. While all our schools have comprehensive safety plans to respond to safety-related incidents that meet or exceed the compliance requirements of the state, NMUSD must have a renewed focus on all safety practices.

 

Since October 2017, district administrators from various departments throughout the district met regularly to review all aspects of safety. Mr. Russell Lee-Sung facilitated this process, and has supported and worked with site principals and district management.

 

On February 27, 2018 the Board of Education directed staff to provide recommendations for improved safety. A series of immediate short-term actions items have been developed and include, but are not limited to, the following:

  • Physical Environment
    • Conduct site safety reviews with focus on access to campus.
  • Law Enforcement Partnership
    • Coordinate increased School Resource Officers (SRO) visibility throughout all school zones, particularly at the elementary schools.
  • Drills
    • Review, update, train, and practice safety drills to ensure they meet current needs of our ever-changing school/work environments.
  • Communication
    • Seek updated contact information for parents and guardians to ensure schools have the most accurate contact information in case of an emergency – Update Contact Information
    • Conduct emergency communication drills (email, phone call message, if cell phone is on file - text message)
    • Research district-wide anonymous reporting system
  • Positive School Culture
    • Continue to implement Positive Behavior Intervention Systems (PBIS) and restorative practices.
    • Continue to use social, emotional, and behavioral health support services and assess all threats and reports of bullying.
    • Implement the Challenge Success partnership at high schools. Challenge Success is an organization that provides strategies to staff, students, and parents to create a positive academic learning environment. Based on their work with our schools, Challenge Success will offer recommendations for creating a healthier school climate.  

While these are only a few of the immediate action items, other long term safety measures must be considered on a district wide level and strategic basis after careful research and consideration.

 

Please know that safety is always at the forefront of our mind but safety requires the diligence of everyone playing an important role in contributing to a safe environment. We urge everyone to stay alert, report concerns, wait for official communication from your child’s school or our district, avoid spreading rumors or unsubstantiated information, and use good judgment and flexibility during an emergency as each incident is unique which may require modifications to our planned procedures.

La seguridad escolar es una preocupación para todos particularmente con los eventos recientes que han ocurrido nacional y localmente. Aunque el Distrito Escolar Unificado Newport-Mesa (NMUSD) siempre le ha dado prioridad a la seguridad, debemos evaluar nuestra preparación, mejorar nuestras prácticas, y evolucionar con los tiempos cambiantes.

 

Con el fin de apoyar a esta importante meta, el superintendente Dr. Navarro ha asignado al vicesuperintendente Sr. Russell Lee Sung, a llevar a cabo una revisión profunda de todos los procedimientos relacionados con la seguridad, actualizar los reglamentos y procedimientos (donde sea necesario), y proveer ayuda a todos los planteles escolares y lugares de trabajo a través del distrito.     • Investigar un sistema de reporte anónimo a nivel del distrito
  • Cultura Escolar Positiva
    • Continuar aplicando los Sistemas de Intervención de Conducta Positiva (PBIS) y prácticas restaurativas.
    • Continuar usando los servicios de apoyo social, emocional y de salud conductual y evaluar todas las amenazas y reportes de acoso escolar.
    • Aplicar la colaboración Challenge Success en las preparatorias. Challenge Success es una organización que provee estrategias a personal, estudiantes, y padres para crear un entorno de aprendizaje académico positivo. Basado en su trabajo con nuestras escuelas, Challenge Success ofrecerá recomendaciones para crear un ambiente escolar más saludable.

Mientras que estas son algunas cosas de acción inmediata, se deben considerar otras medidas de seguridad a largo plazo a nivel del distrito y una base estratégica después de una cuidadosa investigación y consideración.

 

Tenga presente que la seguridad siempre está al frente de nuestra mente, pero la seguridad requiere la diligencia de todos en desempeñar un papel importante en contribuir a un ambiente seguro. Instamos a todos a estar alerta, reportar preocupaciones, esperar comunicación oficial de parte de la escuela de su niño o nuestro distrito, evitar esparcir rumores o información no confirmada, y usar su buen juicio y flexibilidad durante una emergencia ya que cada incidente es único lo cual puede requerir modificaciones a nuestros procedimientos planificados.

Newport-Mesa Unified School District Teachers Training

Newport-Mesa Unified School District’s (NMUSD) successful approach to curriculum adoption was featured in a case study by EdReports.org.

 

EdReports.org is an independent nonprofit designed to improve K-12 education. EdReports.org increases the capacity of teachers, administrators, and leaders to seek, identify, and demand the highest-quality instructional materials.

 

The case study reviewed NMUSD’s nine month curriculum adoption process for elementary math and English language arts instructional materials. The case study notes NMUSD’s commitment to a transparent adoption process that was data driven, aligned to state standards, and teacher-centered.

 

As part of the process NMUSD partnered with the Orange County Department of Education who supported the district with their deep knowledge and expertise to provide guidance on the adoption process, evaluation tools, professional development, and final program selection process. 

 

The adoption process began with a Steering Committee, which included educators throughout the district. The Steering Committee reviewed and determined which two instructional material programs would be piloted. The next step in the process was intensive training into the shifts in mathematics. Each program was then piloted for seven weeks.

 

After months of meetings, piloting, and evidence gathering, the materials adoption team reviewed the results and began the consensus process to select the best instructional materials for NMUSD students. The first task in the consensus process was to build a shared definition and understanding of what consensus means.

 

“The idea is that all voices are heard, and you don’t move forward until everyone, even those who most oppose it, can see the will of the group emerging,” said Mr. George Knights, director for assessments for NMUSD.

 

Based on the analysis of the results, a consensus was reached through a variety of activities designed so that all voices would be heard and eventually reveal the will of the group. At the end of the nine month process, the NMUSD Board of Education adopted the recommended math and English language arts curriculum for elementary students.

 

While the comprehensive, teacher-centered adoption process ends there, the implementation, ongoing support for students and teachers, and parent education continues.

 

The implementation process began with a summer professional development series, where teachers participated in various training opportunities to learn the new material and approaches on how to best implement the material.

 

NMUSD also has implemented a yearlong Moonlight Series, which are two hour grade specific sessions to review upcoming units of study. The lead pilot teachers from the adoption process and district staff lead these monthly sessions.

 

As part of the momentum that’s building specific with elementary math instruction, schools also began incorporating parent education sessions. Each school site has flexibility as to how they engage, educate, and provide parents with resources to support their child’s learning. Some schools have hosted “bring your parent to math class day” or “muffins and math day,” for parents to see firsthand what math looks like in the classroom today. Schools also have or will host formal parent meetings and presentations to provide a greater understanding of the state standards and how students are learning math concepts to best prepare them for future success.

Board meetings are where elected officials conduct the business of the school district. Agendas for regular meetings of the NMUSD typically consist of a closed session and an open session.
 

  • Closed session agenda items are confidential and cannot be shared with the public. If the board agenda contains a closed session, the topics will be routinely related to confidential employee or student issues and/or pending litigation. The Board may also discuss various negotiations with its chief negotiator in a closed session.
  • Open session items are non-confidential agenda items in which the board conducts its business in view of the public. Open session agenda items are divided into the following sections: 
  • Public comment is provided so that members of the community can speak to the Board. If a speaker addresses an issue that is not on the agenda, the Board is restricted from responding to the speaker. If a speaker addresses an issue that is on the agenda, the Board may respond when the agenda item is scheduled to be addressed in the agenda. The purpose of the open meeting law, commonly referred to as the Brown Act, guarantees that public organizations will only make decisions or address issues that have been publicly posted. Public comments on non-agenda items do not meet this threshold.

Newport-Mesa Unified School District (NMUSD) congratulates Janice Duzey, Counselor at Costa Mesa High School, for receiving the Orange County Pathways Counselor Award. School counselors are invaluable in providing vital support to students in the areas of academics and mental health; they are a critical resource when it comes to student success.

Ms. Duzey was recognized for her collaborative approach to supporting students in the areas of Career Technical Education, pathways, and preparing them for college and career success. She has worked in NMUSD for 18 years, starting at Estancia High School for one year and now serving as school counselor at Costa Mesa High School. Beyond helping students navigate the typical rigors of high school, coursework, preparation for college and beyond, she is also invaluable to students in the support of their mental health. She spends countless hours helping students and parents understand what options they have in navigating their path to success both emotionally and academically.

 

“My job is to help students identify their purpose and identify a pathway to that purpose,” said Janice Duzey.

 

Ms. Duzey finds that, while students may develop a passion in a particular area of study, some may complete a pathway and choose to go a different direction after high school. No matter what the students choose to do, completing a pathway gives them a real-life skill set beyond the typical high school graduation requirements that they can take with them regardless of the path they take in life. 

 

“I am privileged to have received such a significant honor from the county, and thankful that I found my own pathway, passion, and sense of belonging as a school counselor,” said Janice Duzey.

 

This is the first year of the Orange County Department of Education’s (OCDE) Counselor Recognition Program and Ms. Duzey was one of nine counselors to receive an award. The OC Pathways award is collaboration between the OCDE and a consortium of ten community colleges. The award recognizes counselors that help students unlock their own interests, strengths, and passion and then develop goals based on those assessments. Ms. Duzey and the other award winners were recognized at an OCDE board meeting February 14, 2018. Ms. Duzey also will be recognized at the 2018 Orange County Counselor Symposium in October 2018.

Students can earn 3 hours of community service for helping with various projects around the school such as cleaning desks and windows, making posters, and picking up litter.  If you would like to volunteer, please see Ms. Figueroa in Room 269 to sign up.  Volunteers should meet outside of the Main Office.

 

Peer Court - Thursday, April 12 - Thursday, April 12 from 3:15 p.m. to 5:15 p.m. 

Estancia High School will be holding our first Peer Court after school in the library.  Students can earn 3 hours for attending Peer Court as an audience member or 5 hours for volunteering to serve on the peer jury.  Peer Court is a juvenile crime diversion program that utilizes restorative justice practices to keep teens in school and out of court. 

 

Back Bay High School will also be holding Peer Court on Thursday, March 29 at 2:15 p.m. in their Multi-Purpose Room.  Estancia students are welcome to Peer Court at Back Bay High School to earn community service hours.

Estancia High School invites 8th grade students and their families to attend our Future Eagle Night on Thursday, April 5 at 6:30 p.m. in the Main Gym.  The evening will begin with a short presentation in the gym followed by an information fair in the Commons.  Students and families in attendance will learn about the academic, athletic and activity programs offered at Estancia and have the opportunity to meet teachers, counselors, administrators, and coaches.  Teachers, ASB leaders, and Link Crew leaders, will offer tours of the campus.  We hope you can join us!

Daniela Logan serves as an accounting assistant III and has worked for NMUSD for more than 20 years and is the employee of the year in the category of Office and Technical. Daniela is a talented and dedicated employee whose customer service focus builds strong relationships with various departments and school employees across the district. Her positive attitude and ability to truly connect with people of varying personalities, needs, and budget knowledge make her an invaluable resource to the fiscal team and district as a whole.

 

Daniela is critical in assisting the management of programs that directly impact students such as early childhood education, after school enrichment programs, and the preschool programs. She also developed and implemented a budget training program for the school sites and departments that she supports. This gives those departments a greater understanding of the budget process. Living in Long Beach, Daniela also serves students in that area too. She is a member of the Assistance League of Long Beach Mentoring Program. In this program she serves local high school students and connects them with internship opportunities, raises funds for college scholarships, organizes career oriented workshops, and hosts cultural activities. She is dedicated to ensuring that all students know that anything is possible.

Selected as employee of the year in the category of Transportation, Francine Harms has worked with the district for more than 10 years in the transportation department. She started as a trainee bus driver and has worked her way up through the ranks and is now a bus cover driver managing 58 bus routes. Her ability to manage bus routes, placement of students, particularly those with special needs, mentoring drivers, maintaining records, and general office management makes her a perfect fit in the transportation department.

 

Francine’s charismatic personality builds camaraderie, support, and success. She regularly mentors, trains new drivers, and provides ongoing support and recommendations to experienced drivers. She comes to know drivers so well that she can actually tailor bus routes to match drivers to students that they can best connect with. Francine also has participated in the Bus In The Classroom program which teaches students with special needs life-long skills in independent mobility. She is a positive change-agent, kind hearted, and a collaborative problem solver. Francine works to build great morale amongst those around her in the workplace in many ways. Her random notes of kindness to drivers and positive inspirational quotes around the office make a deeply positive impact.

Maria Gomez has worked as a special education instructional assistant at Killybrooke Elementary for 12 years, and was selected as employee of the year in the category of Para-Educator and Instructional Assistance. She is extremely creative, animated, and models good behavior for her students. Maria takes the time to get to know her students personalities, abilities, and preferences and then uses that to encourage success. She goes above and beyond what’s expected in order to help students unlock their passion and meet their full potential.

 

Maria believes in helping students become more involved, build friendships, and helping general education students become more accepting of all students. One year at a talent show, Maria had a student that loved dancing so she worked with that student to choreograph a routine along with backup dancers. She took the extra time and effort to make sure the students were prepared and comfortable. This is an example of how Maria’s passion and care, benefits more than just the students that she works with directly. Due to her years of experience Maria also is able to offer tips and ideas to colleagues on how to encourage students.

Patricia Sanchez has worked for NMUSD for more than 25 years. She currently works at TeWinkle Intermediate School where she has served for the past 10 years. As employee of the year in the Child Nutrition category, Patricia has served in a variety of roles in school kitchens. She displays this invaluable experience each day as she assists in the preparation of more than 700 meals at her site.

 

Patricia has a genuine care for each student and impacts their lives in a positive way each school day. She regularly encourages students to eat healthy and trade cookies and chips for fruits and vegetables. She takes time to get to know students’ favorite meals so that when they are honored with an exemplary behavior award she is sure to reward those students with their favorite foods. She is extremely flexible and cooperative in the kitchen and steps into the leadership role easily when her supervisor is absent. Patricia is able to lead and direct the work of her colleagues in a respectful and collaborative manner. She consistently exudes happiness and helpfulness in ensuring that the school lunch program is a healthy, positive place for staff and students.

 

The Classified Employees of the Year will be recognized at a future NMUSD board meeting and will be considered countywide for the Orange County Classified School Employee of the Year.

Board Meeting Overview

 

Board meetings are where elected officials conduct the business of the school district. Agendas for regular meetings of the NMUSD typically consist of a closed session and an open session.

 

  • Closed session agenda items are confidential and cannot be shared with the public. If the board agenda contains a closed session, the topics will be routinely related to confidential employee or student issues and/or pending litigation. The Board may also discuss various negotiations with its chief negotiator in a closed session.
  • Open session items are non-confidential agenda items in which the board conducts its business in view of the public. Open session agenda items are divided into the following sections: 
  • Public comment is provided so that members of the community can speak to the Board. If a speaker addresses an issue that is not on the agenda, the Board is restricted from responding to the speaker. If a speaker addresses an issue that is on the agenda, the Board may respond when the agenda item is scheduled to be addressed in the agenda. The purpose of the open meeting law, commonly referred to as the Brown Act, guarantees that public organizations will only make decisions or address issues that have been publicly posted. Public comments on non-agenda items do not meet this threshold. 
  • Presentation is when an item is being presented to the Board or from the Board.  Examples include presentation of a check or proclamation to the Board, or the Board presenting a Distinguished Service Award to a staff member.
  • Report is a verbal communication from staff on a topic of interest to the Board.
  • Consent calendar items are routine items of business that occur on a regular basis. The board will approve the consent calendar in one vote, unless the board pulls it for discussion. Often, consent calendar items are related to contract renewals, construction change orders, purchase of previously approved instructional materials, supplies and routine approvals required by state law.

Santa Ana Public Library and the National Organization for Women will be hosting a free full day conference for young women ages 12-18 called #GirlsKnowCS.  The conference is Saturday, March 10 from 9 a.m. to 3 p.m. at the Santa Ana Senior Center located at 424 W. 3rd Street in Santa Ana.  The conference will include a presentation by professional women in the Computer Science field from Microsoft, Zillow, and UC Irvine. This is an opportunity for young women to learn valuable information from professionals who want to share their experiences and give advice.  Girls in attendance will learn critical thinking skills, learn basic coding skills with Surface laptops, be treated to a free light breakfast and lunch, and receive a goody bag.  If you are interested in attending, view the attached flyer and click on the link below to register.

12.a. NMUSD Mental Health and Crisis Response Initiatives. Last Spring the Board of Education approved board policy and administrative regulations related to compliance with Assembly Bill (AB) 2246, which mandated suicide prevention and education training to public school employees. This action was just one component of a larger, multi-faceted, and ongoing plan related to providing mental health and social and emotional supports to all students and families in the District. This report will offer a mid-year assessment of the initiatives related to the crisis response protocols that have been put into place since the adoption of AB 2246 board policies and administrative regulations

15.a.8. Approve a 24-Month Extension of the Memorandum of Understanding With the City of Newport Beach for Field Improvements at Newport Elementary School. The City of Newport Beach is requesting a 24-month extension to improve the playground and fields. The City of Newport Beach will design, bid, and construct the improvements including but not limited to all plans, specifications, permits, drawings and public notices.

 

 

15.b.1. Approve Addendum for Instructional Materials Adoption Support with the University of California, Irvine History Project. The UCI History Project has assisted NMUSD secondary history and social science teachers with comprehensive staff development to support the implementation goals for history and social science. This proposal is an addendum to the ongoing relationship between the UCI History Project and NMUSD to support the district to initiate the process of instructional material adoption.

16.a. Approve California School Board Association (CSBA) Delegate Assembly Election for 2018. CSBA Delegate Assembly is the primary policy-making body of the association. Each year in the fall, nominations for representatives to CSBA's Delegate Assembly are accepted. Delegates represent 24 regions throughout the State of California, and serve alternating two-year terms.

Estancia students may bring an approved guest under the age of 21 to the dance.  All guests must complete a Guest Pass Form and provide picture identification.

Revolution Prep will be offering SAT and ACT Test Prep for juniors.  They will be offering a mock SAT exam on Saturday January 13th, a mock ACT on Saturday January 20th (at EHS) as well as a boot camp/test prep starting in February (also at EHS).  Please see attached flyer for more information including the tentative dates of the boot camp/test prep.  There is also a registration form attached as well.  If you are interested in any of the items mentioned above, please complete the registration form and turn in the counseling office by Friday December 22nd.  The mock exams are being offered free of charge.  The boot camp/test prep costs $10.  Please make checks payable to Estancia High School and pay at the ASB window.

Calendar Review Committee Recommendation

 

The Calendar Review Committee, comprised of certificated and classified staff, parents, district administrators, and employee bargaining units, typically develops calendar recommendations two to three years in advance of implementation. For the past few years, the Committee has discussed the concept of a collegiate calendar; the school year starting prior to Labor Day with the first semester ending prior to winter break.

 

Starting this fall, the Committee met five times to explore and consider a collegiate calendar. The Committee began by seeking anecdotal data from the school community which led to the attached Fact Sheet (Benefits and Concerns/FAQs). A survey was circulated to obtain input related to the concept of a Collegiate Calendar. Five information meetings were hosted to share and clarify particulars of the Fact Sheet and gather input from staff, parents and students.

 

The Committee carefully weighed these components prior to coming to a recommendation.  When reviewing the information gathered, the Committee found that the responses on the survey varied with overall results indicating most respondents did not support the move to a collegiate calendar. Analyzing subgroups from elementary, middle and high school respondents, there was a gradual increase of support for the change (please see attached survey results).  Comments collected during the information meetings identified multiple benefits for students, numerous concerns regarding heat in the classrooms of those schools without heating, ventilation, and air conditioning (HVAC), and the timeline for implementation.  While there has been a systematic plan for HVAC installation since 2013, the plan beyond the summer of 2018 was not available during the time of the survey and information meetings. The complete installation plan for all remaining schools was shared during the November 14, 2017 Board Meeting (please see attached).

 

After extensive analysis and discussions, the Committee recognized significant student benefits of a collegiate calendar particularly when they reach the secondary level  and acknowledged the primary concern expressed by many stakeholders for HVAC to be installed at all school sites.  The Committee considered the new information provided in the HVAC plan to address the concerns regarding heat and explored ways to provide students the benefits of the collegiate calendar.  The Committee ultimately determined moving to a collegiate calendar was in the best interest of students. Implementing it three years from now would address concerns related to HVAC installation and create more time to plan for the transition.

 

The Calendar Review Committee has made the following recommendations and will meet to design the details of the calendars, which will move forward to the District and NMFT negotiation teams:

  • A traditional calendar for the 2018-2019 school year  (Adopted October 10, 2017)
  • A traditional calendar for the 2019-2020 school year
  • A collegiate calendar for the 2020-2021 school year

Upon completion of negotiations and approved by the Board of Education, the adopted calendars will be made public.

El Comité de Revisión de Calendario, formado por miembros del personal acreditado y de apoyo académico, administradores del distrito, y unidades de negociación de empleados, típicamente desarrolla recomendaciones de calendario con dos o tres años de anticipación antes de su aplicación. En los últimos años, el Comité ha tratado el concepto de un calendario universitario; en donde el año escolar comienza antes del Día del Trabajo y el primer semestre termina antes del descanso de invierno.

 

Comenzando este otoño, el Comité se reunió cinco veces para explorar y considerar el calendario universitario. El Comité empezó con la recolección de datos anecdóticos por parte de la comunidad escolar lo cual resultó en la Cartilla Informativa adjunta (Beneficios y Preocupaciones/Preguntas Frecuentes). Se circuló una encuesta para obtener aportes relacionados con el concepto de un Calendario Universitario. Se llevaron a cabo cinco reuniones de información para compartir y clarificar las particularidades de la Cartilla Informativa y para recolectar aportes por parte del personal, padres y estudiantes.

El Comité examinó cuidadosamente estos componentes antes de determinar una recomendación. Cuando se revisó la información recolectada, el Comité encontró que las respuestas en la encuesta variaban con los resultados generales indicando que la mayoría de los encuestados no apoyaba el cambio a un calendario universitario. Una vez analizados los resultados de los subgrupos encuestados de primaria, secundaria y preparatoria, hubo un aumento gradual en el apoyo al cambio (favor de ver los resultados de la encuesta adjunta).

 

Los comentarios recolectados durante las reuniones de información identificaron múltiples beneficios para los estudiantes, numerosas preocupaciones en cuanto al calor en las aulas de esas escuelas sin calefacción, ventilación, y aire acondicionado (HVAC por sus siglas en inglés), y la línea de tiempo de aplicación. Mientras que ha existido un plan sistemático para la instalación de HVAC desde el 2013, el plan para después del verano del 2018 no estaba disponible durante el tiempo de esta encuesta o las reuniones de información. El plan completo de instalación para las escuelas restantes se compartió en la reunión de la Junta de Educación el 14 de noviembre del 2017 (favor de ver la hoja adjunta).

 

Después de extenso análisis y conversaciones, el Comité reconoció los beneficios significativos a los estudiantes de un calendario universitario particularmente cuando alcanzan el nivel secundario y reconocieron la preocupación principal del HVAC y su instalación en todas las escuelas expresada por las partes interesadas. El Comité consideró la nueva información proveída en el plan HVAC que aborda el tema de las preocupaciones en cuanto a la calefacción y exploró maneras de proveer el beneficio de un calendario universitario a los estudiantes. Finalmente, el Comité determinó que el cambio a un calendario universitario era en el mejor interés de los estudiantes. La aplicación dentro de tres años abordaría las preocupaciones de la instalación de HVAC y crearía más tiempo para planificar la transición. 

 

El Comité de Revisión de Calendario ha hecho las siguientes recomendaciones y se reunirá para diseñar los detalles de los calendarios, lo cual se enviará al Distrito y los grupos de negociación de NMFT:

  • Un calendario tradicional para el año escolar 2018-2019 (Adoptado el 10 de octubre del 2017)
  • Un calendario tradicional para el año escolar 2019-2020
  • Un calendario universitario para el año escolar 2020-2021

Una vez que finalicen las negociaciones y sean aprobados por la Junta de Educación, los calendarios adoptados se harán públicos.

Dear Parents/Guardians of students in Grade 9,

 

This year, Estancia High School established a new campus program called Link Crew to help freshmen with the transition to high school through academic and social mentoring.  Seventy 11th and 12th grade Link Crew Leaders were selected through a rigorous interview and training process to prepare them to serve as student leaders.  Their role is to help incoming freshmen as they assimilate to high school culture through activities specifically designed to promote and nurture individuality, self-esteem, team building, and inclusion within Estancia High School’s campus.  Each pair of volunteer Link Crew Leaders are responsible for working with an assigned group of 9-12 freshmen, meeting four times a week during instructional time allocated for the Estancia Tutorial-Advisory Program building friendships beyond their peer mentoring roles.  In order to better support the freshmen academically, Estancia High School will allow our Link Crew Leaders access to the School Loop portals of the freshmen they are assigned to work with to check student progress reports and provide tutoring and assistance as needed.  Access will also provide the Link Crew Leaders the opportunity to celebrate and encourage the successes of each 9th grader.

Este año, la Escuela Estancia estableció un nuevo programa en el campus llamado Link Crew para ayudar a los nuevos estudiantes con su transición a la escuela Secundaria, a través de mentores para ayuda académica y social.  Setenta estudiantes de 11 y 12 grados fueron seleccionados como líderes de Link Crew, a través de un rigurosa entrevista y proceso de entrenamiento y preparación para servir como líderes de estudiantes.  Su rol es ayudar a los nuevos estudiantes tanto asimilar la cultura de la escuela secundaria a través de actividades específicamente designadas para promover y nutrir individualmente la autoestima,  el trabajo en equipo, y la  inclusión en el campus de la Escuela Estancia.  Cada par de líderes voluntarios de Link Crew son responsables de trabajar con un grupo de 9 a 12 nuevos estudiantes asignados, reuniéndose cuatro veces por semana durante el tiempo de instrucción designado para la tutoría y asesoría de las Aguilas, construyendo una amistad más allá con su pares en el rol de mentores.  De manera de mejorar el apoyo académico de los nuevos estudiantes, la Escuela Estancia permitirá que los líderes de Link Crew accedan al portal de School Loop de los estudiantes de 9 grado que tengan asignados para que puedan trabajar y revisar el progreso de los estudiantes y proveer la tutoría y asistencia que sea necesaria.  El acceso dará a los líderes de Link Crew la oportunidad de celebrar y fomentar el éxito de los estudiantes de 9 grado.

Estancia High School's Counseling Department will be hosting a Financial Aid for College Workshop for students in Grade 12 and their parents/guardians on Wednesday, November 15 at 6:30 p.m. in EHS Room 207.  The workshop is for families who would like to learn about applying for financial aid for their student who plans on attending a four-year college or community college next year.  Information about how to complete the Free Application for Federal Student Aid (FAFSA) and Dream Act Application will be shared.  Parents/Guardians should bring their 2016 tax returns to the workshop to complete the financial aid application.  We hope to see you there!

Newport-Mesa Unified School District has partnered with Hanover Research, an independent research firm, to explore parents’ experiences with our district. The findings from this exploration will support the development of our district’s Local Control and Accountability Plan (LCAP).

 

As part of this exploration, Hanover Research will conduct a series of telephone interviews with parents. These conversations are designed to explore how parents engage with our district and their child’s school, and how parent engagement could be improved.

  

Participants will be selected at random and participation in these interviews is voluntary. However, it is important that members of the Newport-Mesa school community participate because only they can tell us about their perceptions and experiences. Please note that participation or non-participation will not affect any relationships you or your student(s) have with teachers, peers, or administrators. If you choose to participate, your responses will be kept anonymous.

he Battle of the Bell Varsity Football Game will be held tomorrow evening, Friday, October 20 at 7 p.m. at Mustang Field at Costa Mesa High School.  We wanted to provide you with some information about tomorrow’s game for all of you who are planning on attending.  We encourage students to purchase pre-sale tickets at Estancia High School.  Pre-sale tickets will be sold until 2 p.m. on Friday through the Estancia ASB Office.  This will ensure that spectators do not have to wait in long lines at Mustang Field as ticket windows are limited. Admission to the game is free for all students with an ASB Card.  There are two main areas to park - the OC Fair & Events Center (turn onto Arlington Drive and turn right into Gate 4 where the Costa Mesa Police Department will be present to escort fans across the street) or the front parking lot of Costa Mesa High School (turn into lot from Fairview Road and walk around school from Arlington Drive to Mustang Field).  The parking lot next to Mustang Field will be closed.  Food trucks will be in this designated area to purchase food before entering the field.  Estancia High School will be seated on the visitor’s side of the field.  Additional bleachers have been installed for the game to accommodate the size of the crowd anticipated.  You may want to consider arriving early to Mustang Field to get the best seats.  The gates will open at 5:30 p.m.   

 

Spectators are asked to demonstrate good sportsmanship at the game – no matter what the score.  Students are encouraged to show their Eagle spirit in a method that positively represents Estancia High School.  We are hoping to make the night a "Red Out" – so wear red to show your Eagle pride. Estancia Battle of the Bell t-shirts are still on sale at the Student Store for $10 – so buy one before they are sold out.

Construction of a landscaped median on Placentia Avenue began this week.  A raised median will be installed between Estancia High School and Adams Avenue.  As a result of the construction, traffic will be restricted to one-lane in both directions on Placentia Avenue for the first three weeks of the project.   Construction will be from 8:30 a.m. to 3:30 p.m. until the project's completion.  The project is scheduled to be completed by the end of March 2018.  Click on the link below for additional information about the project.

Please be aware that the construction has an impact on traffic around Estancia High School.  Students and their families should allow for additional time to travel to and from school.  Students who walk, bike or skate to school should be extra cautious as traffic lanes will be reduced during construction.

California Elementary is looking for students to help with their annual Halloween Hoot on Thursday, October 26 from 4 to 8 p.m.  Dinner and snacks will be provided to volunteers. On February 28, 2017, the Board of Education of the Newport-Mesa Unified School District directed a shift from the current at-large system of electing Board Members to by-trustee area elections. These Questions & Answers have been developed to provide information to all interested parties on this process. 

 

 

Q: What is the change that will take place?

A: Currently, members of the Board of Education are elected in “at-large” elections, i.e., elections in which each governing board member is a resident of a trustee area but elected by the registered voters of the entire school district. Starting in the November 2018 election, Board Members will be elected by only the voters living in a designated trustee area.

 

Q: How many areas will there be?

A: The Board of Education will remain at seven members; therefore there will be seven areas.

 

 

Q: How may I learn more and/or provide feedback to the Board?

A: A public hearing regarding the submission of a waiver to the State Board of Education for a change from at-large to by-trustee area elections will be held October 24, 2017 at 6:00 p.m.

Estancia High School's Homecoming Dance will be on Saturday, October 14 from 8 p.m. to 11 p.m. in the EHS Commons.  The theme is "Candy Land".  Tickets are on sale now for the dance through the ASB Store.  See the attached flyer for more information about ticket prices.  Tickets will be sold through Friday, October 13.  No tickets will be sold at the door of the dance.

 

Estancia students must complete a clearance form to purchase a ticket for the dance.  The clearance form is attached.  Students in Grade 10 must have completed at least 5 hours of community service.  Students in Grade 11 must have completed at least 15 hours and students in Grade 12 must have completed at least 20 hours of community service.  There is no community service requirement for students in Grade 9.  Students must also pay any library fees or fines before purchasing a ticket.  Estancia students can bring an approved guest under the age of 21 to the dance.  Guest passes must be turned in by Wednesday, October 11.  The guest pass form is attached.  

 

Alcohol detection devices are used at all dances sponsored by Estancia High School.  All students and their guests will be screened before entering the dance.

Newport-Mesa Unified School District Students Show Growth from 2015 to 2017 in Statewide English and Math Assessment

 

Students in Newport-Mesa Unified School District (NMUSD) show growth from 2015 to 2017 in statewide English Language Arts (ELA) and math assessments. NMUSD students also remain above the Orange County and California averages in ELA and math.  

 

The Smarter Balanced assessments are part of the California Assessment of Student Performance and Progress (CAASPP), which tests ELA and math standards for students in grades three through eight and grade 11. The Smarter Balanced assessments are computer adaptive tests that adjust the difficulty of the test items based on how a test taker responds. This provides a more precise measure of student performance.

 

The Smarter Balanced assessments, now in the third year, show an increase of 4.57 percentage points in NMUSD students having met or exceeded ELA standards, and an increase of 3.99 percentage points in students having met or exceeded math standards, when compared to the 2015 baseline assessments.

 

Many NMUSD schools have shown impressive growth during the three year period. Ensign Intermediate School maintained growth all three years in both ELA (9.0 percentage point growth) and math standards (8.50 percentage point growth). Nine schools have shown a growth of more than ten percent in ELA standards, with Adams Elementary showing a growth of 19.23 percentage points. Five schools have shown double digit growth in math standards, again with Adams topping the list at 17.13 percentage point growth.

 

Specific to Title I schools, nearly all have shown growth in ELA and math standards. Adams, Sonora, and Paularino Elementary Schools have shown double digit growth in both ELA and math standards.

 

“It is encouraging to see our Title I schools performing well,” said Deputy Superintendent and Chief Academic Officer Russell Lee-Sung. “This is a testament to the focus of our teachers, and principals to improve our instructional program for all our students,” he said.

 

Our district has been focused on providing support for classroom intervention systems to better implement differentiation of instructional strategies. This allows teachers and instructional assistants to provide targeted support to struggling students and additional enrichment opportunities for high achieving students, such as small group instruction with specifically tailored instructional materials.

 

ELA and math results for English Learners have remained relatively flat throughout the three year assessments. Our district is focused on improving English Learner proficiency by providing additional supports, such as the adoption of new elementary English Language Arts, English Language Development, and math instructional materials. Our district has added two Instructional Specialists in 2017/18, for a total of three that are solely dedicated to improving English Learner proficiency in all subject areas.

 

Looking at grade levels, third and sixth grade students have shown consistent growth in both ELA and math, throughout the three years of the assessments. While the district looks at improvement at all grade levels, there has been a strong focus on the third grade foundational skills. It is widely known that if students are not reading at grade level by third grade, it is increasingly more difficult for them to meet future grade level performance.

 

Comparing results from 2016 to 2017 assessments, NMUSD students showed a slight growth of .57 percentage points in ELA standards and a decline of 1.01 percentage points in math standards.

 

“We are confident that the selection of new elementary math and ELA/ELD instructional materials being implemented this school year will improve student proficiency,” said Deputy Superintendent and Chief Academic Officer Russell Lee-Sung.

 

The current statewide assessments only focus on ELA and math standards, however it is anticipated that the California Science Test (CAST) will be included in the state testing program in 2019. In the meantime, NMUSD teachers continue to work on the next generation Science Standards (NGSS) to prepare for the CAST.

 

Individual student 2017 assessments were mailed to parents. The NMUSD Smarter Balanced testing schedule for 2018 is anticipated for March 20 through June 15.

 

While statewide assessments provide valuable information about overall student progress and areas for improvement, they do not provide a holistic view of student achievement. The new California School Dashboard is expected to provide a more detailed view of performance, based on multiple factors, beyond state testing results. These factors include graduation rates, suspension rates, chronic absenteeism and college and career readiness. However, the State is not expected to provide this data until December 2017.

To create an account, students must use their client ID #.  ID #s were sent via mail during summer.  Seniors can also look for their Client ID # which is posted outside of the Yearbook classroom (Room 252).  If a student is new to Estancia High School, he or she will need to create an account using the following password - Estancia Eagles.  Portraits will be taken in the Faculty Lounge by appointment only.  The portraits will be included in the yearbook.  School ID photos are not used for seniors in the yearbook.

Chromebook Checkout Agreement

 

A Chromebook will be checked out to your son or daughter this year to keep for the next 4 years.  Students may have the privilege to take their Chromebook computers home each evening. Like other learning tools, such as dictionaries, pencils, and paper, this technology is designed to help students learn. The goal of the 1:1 Chromebook Initiative is to facilitate student use of technology as a tool for learning in all curriculum areas.

 

Using and taking home a Chromebook requires a level of responsibility and commitment from each student and parent/guardian. Before a Chromebook will be checked out to a student, he or she (and his/her parents/guardians) must commit to each of the following responsibilities:

 

1. To sign and return (a) Parent/Student Contract (this slip), (b) Acceptable Use Agreement for Chromebook Computers.

 

2. To treat the Chromebook computer with care, as if it were a “$250 egg.”

 

3. To take responsibility for not leaving Chromebook/backpack lying around outside/playground.

 

4. To use the keyboard in a way that does not “pop” keys off the keyboard.

 

5. To refrain from loaning the Chromebook to others.

 

6. To bring the Chromebook computer to class each day with batteries fully charged.

 

7. To return from holiday breaks (including summer) with the Chromebook.

 

8. To accept financial responsibility for damage or loss of the Chromebook. (Cost is $250)

 

9. To refrain from placing sensitive personal data on the Chromebook (ex. bank account or credit card information).

 

10. N-MUSD does not provide web filtering for home access to the Internet. This is the parent’s responsibility to ensure safety on the Internet.

 

11. To return the Chromebook to the school if you are leaving the district.

Estancia High School's first dance of the school year, the Aloha Dance, will be on Friday, September 8 after the home football game in the small side of the Main Gym.  The dance will be from 9 p.m. to 11 p.m.  Tickets can be purchased in advance for $5 with an ASB Card, $10 without an ASB Card, or $2 for freshmen.  Tickets can be purchased at the door of the dance.  The dance is only for Estancia High School students.  Students from other schools are not able to attend the dance. Students should bring their Estancia High School ID Card to enter the dance.  Alcohol detection devices will be used upon entrance to the dance.

Public Hearings to be Conducted Regarding the Adjustment of Trustee Area Boundaries on September 18, September 28 and October 9

 

Newport-Mesa Unified School District will conduct three public hearings for the Board of Education to receive public comments specifically related to the two proposed trustee area boundary map options “B” and “G”. Trustee areas are specific boundaries within the school district that each Board of Education Member is elected to represent. Trustee boundaries are separate from school attendance boundaries and any changes to trustee area boundaries will not change or impact a student’s home school. Students’ home school will remain the same.

Background:

 

Newport-Mesa Unified School District has seven Board of Education members who are currently elected through an at-large voting system. An at-large voting system means that each member is elected by the entire school district voting population, but is required to reside in a particular trustee area. This is authorized by Education Code section 5030.

 

In a separate but related topic to boundary adjustments, in February 2017 the Board of Education initiated the change to elections by trustee area, commencing with the November 2018 elections. Elections by trustee area means that members will be elected by the specific trustee area that they represent, as opposed to the entire school district voting population (as is currently the process).

 

Due to the extensive population growth on the east side of the district, the superintendent convened a committee to review trustee areas. The committee, with the assistance of a demographer, was tasked with balancing the seven trustee areas to each have proportionate population and take into consideration traditional redistricting principles, such as trustee areas should be compact and contiguous; should consider communities of interest; should consider man-made and natural geographic features; and should continue with at least one majority–minority trustee area. The committee created proposed trustee area boundary map B.

 

The District conducted two initial public meetings in March 2017 to review trustee area boundaries and receive public input.

 

At its April 18, 2017 meeting, the Board of Education conducted a study session to receive and consider information related to the boundary adjustment. The Board directed the demographer to prepare additional draft maps for consideration. Map G was a result of public input and direction form the Board.

Antecedentes:

 

El Distrito Escolar Unificado de Newport Mesa tiene siete miembros de la Junta Directiva quienes son actualmente elegidos a través de un sistema de votación general. Un sistema de votación general quiere decir que cada miembro es elegido por toda la población votante del distrito escolar, pero se requiere que el miembro resida en una de las áreas específicas del distrito. Esto está autorizado por el Código de Educación sección 5030.

 

En un tema separado pero relacionado al ajuste de límites, en febrero de 2017, la Junta Directiva de Educación inició el cambio a las elecciones por área de miembro de la junta directiva, comenzando con las elecciones de noviembre de 2018. Las elecciones por área de miembro de la junta directiva quieren decir que los miembros serán elegidos por el área de miembro específica que ellos representen, contrario a que sea toda la población votante del distrito la que los elija (proceso actual).

 

Debido al crecimiento de la población en el lado Este del distrito, el superintendente convocó un comité para revisar las áreas de los miembros de la junta directiva. Se le asignó al comité, con la asistencia de un demógrafo, balancear las siete áreas de los miembros de tal manera que cada uno tuviera una población proporcional y que considerarán los principios tradicionales de reestructuración, tales como que las áreas de miembros de la junta deberán ser compactas y contiguas; deberán considerar comunidades de interés; deberán considerar características geográficas artificiales y naturales; y deberán continuar con por lo menos un área de miembro de la junta de mayoría-minoría. El comité creado propuso el mapa de límite de área B.

 

El Distrito llevó a cabo dos juntas públicas iniciales en marzo de 2017 para revisar los límites de las áreas de los miembros de la junta directiva y para recibir aportes del público.

 

En la junta del 18 de abril de 2017, la Junta Directiva de Educación llevó a cabo una sesión de estudio para recibir y considerar información relacionada al ajuste de límites. La Junta Directiva instruyó al demógrafo a preparar borradores de mapas adicionales para ser considerados. El Mapa G fue el resultado del aporte del público y de la instrucción de la Junta Directiva.

 

En la junta del 22 de agosto de 2017, la Junta Directiva de Educación votó para llevar a cabo tres audiencias públicas para recibir aportes de la comunidad en cuanto a los mapas B y G (los detalles de la junta se describen arriba).

Siguientes pasos:

Se espera que La Junta Directiva de Educación tome acción en los mapas de límites de las áreas de los miembros de la junta directiva en una futura junta de la Junta Directiva de Educación.

Dear Parents of Graduating Seniors,

 

Congratulations to the senior class members of Estancia High School.  Graduation should be an occasion for pride and reflection.  Please discuss with your senior the importance of responsible behavior during their graduation ceremonies.  As mandated by school board policy, logical consequences for inappropriate behavior, such as removal from the ceremony, is possible. Everyone at EHS appreciates what you and the students have done to bring us to this point in time and we ask for your continuing support during these final days.

 

Commencement exercises are Thursday, June 22 at 3:00 pm in Jim Scott Stadium.  While participation in the graduation ceremony is not mandatory, most graduating seniors and their families attend.  In order to participate in the graduation ceremony, a senior must have completed the required courses and credits.

 

If everyone cooperates, this very special event will occur in a fashion befitting its significance.  Please observe the guidelines listed below:

  1. Parents and their guests are not permitted to cross or enter the field area before, during or after the graduation ceremony.
  2. No alcoholic beverages or smoking (including e-cigarettes) is permitted at the Jim Scott Stadium or on the Estancia campus.
  3. Seniors are not permitted to have gum, food, or beverages of any kind on the field.
  4. Seniors who arrive late will not be able to participate in the graduation ceremony.
  5. Students should report to the rear of the stadium close to the scoreboard by 2:00 pm.
  6. Students receiving academic recognition can wear honor cords and medallions issued by the school.  All other decorations and flowers/leis are prohibited during the ceremony.  Students are not allowed to decorate their caps.
  7. Seniors are to leave their personal belongings (cell phones, cameras, purses, etc.) with a family member as they are not allowed to have these items during the ceremony. 
  8. The audience shall remain seated during the entire ceremony.
  9. Staff members will conduct an open-gown check of all students for inappropriate materials prior to the ceremony.  Caps and gowns are not to be put on until students have been checked.  Staff members will also conduct an alcohol screening of all students.
  10. Any student whose behavior detracts from the dignity of the ceremony will be removed by school officials.
  11. Any student under the influence or in possession of alcoholic beverages or drugs will not be allowed to participate in the ceremony.
  12. Boys should wear slacks, dress shirt, tie, and shoes.  Girls should wear dresses, skirts, dress pants, blouses, and flat shoes. Spiked heels are not allowed on the turf at the stadium.

Students whose dress is obviously inappropriate will not participate in the event.  The ceremony begins promptly at 3:00 pm on Thursday, June 22 at Jim Scott Stadium.  Please arrive early as we anticipate seating of approximately 3,000 guests.  No tickets are needed for the event.

 

In closing, I would like to thank you for your efforts and offer congratulations on your successes.  This is a great senior class and I am confident that we will see many positive contributions to our community, state and nation from the class of 2017.

Estimados Padres de Familia de Estudiantes que Están por Graduarse:

 

Felicidades a los estudiantes que están por graduarse de la Escuela Preparatoria Estancia.  La ceremonia de graduación debe ser una ocasión de orgullo y reflexión. Favor de hablar con su estudiante sobre la importancia de tener un comportamiento responsable durante su ceremonia de graduación.  El mandato de la junta directiva del distrito escolar indica que existen consecuencias lógicas por el comportamiento inapropiado, incluyendo que se les pida que se retiren de la ceremonia.  Todos aquí en EHS apreciamos lo que ustedes y sus estudiantes han hecho hasta este punto y esperamos que su apoyo continué durante estos días finales.

 

La ceremonia de graduación se llevará acabo el día jueves 22 de junio a la 3:00 p.m. en el Estadio Jim Scott.  La participación en la ceremonia de graduación no es obligatoria, sin embargo la mayoría de los alumnos y sus familias asisten.  Para participar en la ceremonia de graduación, el alumno del grado 12 debe haber cumplido con las materias requeridas y créditos.

 

Si todos cooperan, el evento se llevará acabo de una forma muy apropiada de acuerdo con su significado. Se les pide que cumplan con las siguientes normas:

 

  1. No se les permite a los padres e invitados entrar en el área de graduación (campo de deportes) antes, durante o después de la ceremonia de graduación.
  2. No se permite el consumo de bebidas alcohólicas o fumar (incluyendo cigarros electrónicos) en el estadio Jim Scott o en cualquier parte del plantel escolar de Estancia.
  3. No se permite que los alumnos que se gradúan tengan chicle, comida o bebías de cualquier tipo al campo de deporte.
  4. Los alumnos del grado 12 que lleguen tarde a la ceremonia de graduación no se les permitirá participar.
  5. Los estudiantes deben reportarse al área del marcador antes de las 2:00 p.m.
  6. Aquellos estudiantes que reciban un reconocimiento académico otorgado por la escuela, podrán llevar puestos los cordones y las medallas de honor.  Todo otro tipo de decoración o flores son prohibidas durante la ceremonia.  No se permite que los estudiantes decoren su gorro de graduación.
  7. Los estudiantes que se gradúan deben dejar sus propiedades personales (teléfonos celulares, cámaras, bolsas, etc.) con un familiar debido a que no se permite tener estos artículos durante la ceremonia.
  8. La audiencia permanecerá sentada durante la ceremonia en su totalidad.
  9. Miembros del personal escolar revisaran las togas de graduación de todos los estudiantes para asegurarse que no lleven artículos inapropiados a la ceremonia. Los estudiantes no deben llevar puesta la toga y el gorro de graduación hasta después de que sean revisados. Los miembros del personal escolar también revisaran por alcohol en todos los estudiantes.
  10. Cualquier estudiante cuyo comportamiento distraiga de la dignidad de la ceremonia será removido de la ceremonia por oficiales escolares.
  11. Cualquier estudiante que este bajo la influencia o en posesión de bebidas alcohólicas o drogas no se le permitirá participar en la ceremonia de graduación.

Estancia High School is excited to announce a new tutorial/advisory program for the 2017-2018 school year which will offer expanded and flexible options for Estancia students.  Designed by Estancia High School teachers and staff and modeled after other successful schools, our new tutorial/advisory program will increase academic achievement, offer more individualized assistance from teachers and peers, and help students build social relationships at school.  For nearly twenty years, Estancia High School has offered Silent Sustained Reading (SSR) during the school day.  Beginning in September, Silent Sustained Reading will be discontinued as a school-wide program and instructional time previously set aside for Silent Sustained Reading will be reallocated to our new tutorial/advisory program.  Although reading will continue to remain an instructional priority for Estancia High School, there are additional challenges we would like to address including the following:  providing students with increased support in Math, forming strong student-to-school connections, offering extended learning opportunities in advanced courses, and providing motivating incentives for students to earn good grades and demonstrate positive behavior. 

 

The new tutorial/advisory program will involve four components:  Eagle Advisory, Eagle Study and Read, Eagle Tutorial, and Eagle Activities.  Students will be placed into one of these four areas during Advisory time. 

  • Eagle Advisory is designed to assist all incoming 9th grade students in making a successful transition from middle school to high school.  It is an opportunity for students to build social relationships, become familiar with the culture of the school, work on assignments, and get assistance from their upperclassmen Link Crew Leaders.  All freshmen will automatically be enrolled in Eagle Advisory and will attend this advisory on block days.  Link Crew Leaders will be assigned to each class to provide freshmen with mentorship, guidance, and academic support.
  • Eagle Study and Read offers students in Grades 10-12 additional time during the school day to study, work on homework assignments, read for a course or for pleasure, or get help from a teacher or a peer.  Most sophomores, juniors, and seniors will be enrolled in Eagle Study and Read.
  • Eagle Tutorial will offer students who are struggling in a particular subject area, such as Math, additional time and tutoring.  They will be able to receive help from a teacher and peer tutors in that content area.  Students will be enrolled in an Eagle Tutorial if they are a sophomore, junior or senior identified as in need of extra assistance as evidenced by their grades. 
  • Eagle Activities will enable sophomores, juniors and seniors in good academic standing to select  extended learning opportunities for advanced courses or participate in enrichment activities such as Link Crew, Academic Decathlon, and new “mini electives”.  The “mini electives” will allow students to further develop their critical thinking skills, engage in dialogue, complete college applications, or take part in additional motivating activities. 

Current freshmen, sophomores, and juniors will be asked to take a survey before the school year ends so we can assess their interests, needs, and desires. Students will be informed of their tutorial/advisory assignment on the first day of school, September 5 and will attend their assigned tutorial/advisory four times a week on block days from 9:35 a.m. to 10:05 a.m.  If you have any questions regarding the tutorial/advisory program, feel free to contact me at mhalt@nmusd.us.

La Escuela Preparatoria Estancia tiene el placer de anunciar un nuevo programa de tutoría y asesoramiento para el año escolar 2017-2018 que ofrecerá opciones amplias y flexibles para los estudiantes de Estancia.  Este nuevo programa de tutoría y asesoramiento fue diseñado por maestros y el personal de la Escuela Preparatoria Estancia y está basado en otros exitosos programas escolares, nuestro nuevo programa de tutoría y asesoramiento incrementara el aprovechamiento académico de los estudiantes, ofrecerá más asistencia individualizada por parte de los maestros y compañeros, y ayudara a los estudiantes a formar relaciones sociales en la escuela.  Durante casi veinte años, la Escuela Preparatoria Estancia ha ofrecido un tiempo de Lectura Silenciosa (SSR por sus siglas en ingles) en el día escolar.  Empezando en septiembre, el tiempo de Lectura Silenciosa será descontinuado como programa a nivel escolar y el tiempo de instrucción previamente apartado para el tiempo de Lectura Silenciosa será reasignado para nuestro nuevo programa de tutoría y asesoramiento. Aunque la lectura continuara siendo una prioridad de instrucción para la Escuela Preparatoria Estancia, hay retos adicionales que nos gustaría abordar incluyendo lo siguiente: incrementar el apoyo de matemáticas para los estudiantes, formar fuertes conexiones entre los estudiantes y la escuela, ofrecer oportunidades amplias de aprendizaje para cursos avanzados, y proveer incentivos de motivación para los estudiantes para obtener buenas calificaciones y demostrar comportamiento positivo.

 

El nuevo programa de tutoría y asesoramiento incluirá cuatro componentes: Asesoría de Águilas, Estudio y Lectura de Águilas, Tutoría de Águilas, y Actividades de Águilas.   Los estudiantes serán asignados a una de estas cuatro áreas durante el tiempo de Asesoramiento.

 

  • La Asesoría de Águilas esta desenada para ayudar a todos los estudiantes del 9° grado para tener una transición exitosa de la escuela secundaria a la escuela preparatoria.  Es una oportunidad para que los estudiantes formen relaciones sociales, se familiaricen  con la cultura de la escuela, para que trabajen en sus asignaturas, y para que reciban asistencia de sus compañeros del onceavo y doceavo grado líderes del programa Link Crew.  Todos los estudiantes de noveno grado serán automáticamente inscritos en la Asesoría de Águilas y asistirán a este asesoramiento en los días de horario de bloque.  Los líderes de Link Crew serán asignados a una clase para proveer tutoría, asesoramiento y apoyo académico. 
  • El Estudio y Lectura de Águilas le ofrecerá a los estudiantes de los Grados 10 al 12 tiempo adicional durante el día para estudiar, trabajar en sus tareas y leer o recibir ayuda de los maestros o compañeros.  La mayor parte de los estudiantes en los grados del decimo, onceavo y doceavo serán inscritos en el Estudio y Lectura de Águilas.

  • Las Actividades de Águilas ofrecerán a los estudiantes con buen rendimiento académico en los grados del decimo, onceavo y doceavo  la oportunidad de ampliar su aprendizaje y de seleccionar actividades de enriquecimiento tal como Link Crew, Decatlón Académico, y de nuevas “mini-clases optivas”.  Las  “mini-clases optivas” permitirán que los estudiantes desarrollen sus habilidades de pensamiento crítico, participar en dialogo, que completen sus solicitudes para el colegio, o que tomen parte de actividades adicionales que motivan a los estudiantes.

The PTSA-sponsored Graduation Kick-Off Event at Disneyland/California Adventure is right around the corner.  Below is information about the event for seniors who purchased a ticket.  No additional tickets are being sold.

 

When?  Saturday, June 17, 2017

 

When?  4:00 p.m. to 3:30 a.m.

 

Where do we meet?  Seniors are to report to the Commons by 4:00 p.m. to check in.  Seniors must bring a picture I.D. to check in.  All students are subject to being searched by the chaperones to ensure a safe event for our seniors. 

 

How will we be transported to Disneyland?  On school buses

 

What should I wear and what can I bring with me into the park?  Please see the attached dress code guidelines issued by Disneyland.  Please pay special attention to the prohibited items list included in the guidelines.  Students are not allowed to bring food or drinks, perfume, selfie sticks, markers or highlighters, alcohol, illegal substances, or tobacco products. 

 

When will the event at Disneyland/California Adventure end?  2:00 a.m.

 

When and how will students get back to campus?  Students will return to Estancia High School by school bus between 3:00 a.m. and 3:30 a.m.  Students must return on the school bus.  Families should make arrangements to pick up their students from Estancia High School.

Estancia High School will be on a minimum day bell schedule on Thursday, June 8th and Friday, June 9th as seniors present their Senior Projects in the afternoon.  Students who do not have a 7th or 8th period class will be released from school at 11:20 a.m.  Students who have a 7th or 8th period class will be released at 12:25 p.m.

Rea Elementary School is in need of volunteers to help with their annual Spring Festival on Friday, May 26.  Help is needed setting up for the event at 2 p.m. and also with running game booths and food sales from 3:30 p.m. to 6:30 p.m.  If you are interested in helping, please contact Ms. Menendez at vmenendez@nmusd.us or at (949) 515-6905 extension 2527. 

 

Victoria Elementary School is in need of 15 volunteers to help with their annual Spring Fling on Friday, June 16 from 4 p.m. to 8 p.m.  Volunteers will help with their game and food booths.  Volunteers should check in 3:45 p.m. at the lunch tables.  If you would like to help, please contact Allison Mann at (949) 375-3934 or alliraye@aol.com

 

The Tower on 19th, a senior living community, is looking for volunteers to help senior citizens learn how to use technology.  Assistance is needed teaching seniors how to create an email and how to save a contact on their cell phone.  The Tower on 19th is also looking for volunteers who would like to color with senior citizens and teach residents how to speak Spanish.  They will work around your school schedule.  If you would like to help and earn community service hours, please contact Diana Guido at am2.toweron19th@madronaridgellc.com or call her at (949) 642-9941.

Estancia High School's Prom will be held on Saturday, June 3 at the Westminster Rose Center in Westminster.  Tickets for the dance will go on sale beginning May 15.  Discounted pricing will be offered for students who purchase their tickets before Friday, May 19th at lunch. 

 

Purchase tickets May 15-19 - $80 with ASB Card or $90 without an ASB Crd

 

Purchase tickets May 22-30 - $90 with ASB Card or $100 without an ASB Card

 

The last day to purchase a ticket is Tuesday, May 30.  No tickets will be sold at the door of the dance.  All library fines and fees for lost books, sports uniforms, sports gear, and ASB fees must be cleared before purchasing a ticket.

Newport-Mesa Unified School District (NMUSD) recognized six high school seniors for their exceptional character leadership traits. For the fifth year in a row, Superintendent Dr. Fred Navarro recognized one graduating senior from each high school who exemplifies one of the six pillars of character: trustworthiness, respect, responsibility, fairness, caring and citizenship.

 

Each high school is asked to submit the names of six seniors they believe are exemplars of each pillar of character. A district team reviews the 36 nominations and selects one student from each school that best represents one of the six pillars of character. In May each student received a surprise visit at their school from and was presented a letter of recognition and an invitation to be recognized by the Board of Education at the June 13, 2017 Board Meeting. A banner for each student will be displayed in the district lobby with a photo of each student, name of their high school and their character trait. The banners will remain throughout the 2017-18 school year.

 

“This is one of my favorite awards because it allows us an opportunity to acknowledge students for just being genuinely good people,” said Superintended Dr. Fred Navarro.

Character Trait: Respect

 

Back Bay High School administration shared the following about Philandell:

 

As a student of martial arts Philandell applies the philosophy of the sport to those around him. He shows restraint, is slow to anger, and uses his thoughts as a tool to help others. He learned early in life that to be successful in school you had to do the work, question the content not the teacher, and ask for help. He demonstrates his respect for the classes he is in by engaging in the course work and participating in discussions. He learned not to judge others who have failed because he himself has failed and from his own failures he learned to empathize with students who are struggling. He has volunteered as a math tutor on campus and supports other students in the classroom. He also embraces discipline and restraint. As a site council member Phil was able to participate with adults and staff members and joined in discussions.

Yvonne Padilla represents responsibility in all ways and forms at Estancia High School. For the past three years, Yvonne has had an active and positive role on campus. She is president of the World Cultures Club and National Honors Society. In addition, Yvonne is one of the most reliable and positive leaders in our Associated Student Body Program on campus. Yvonne shows responsibility on campus and off campus due to the fact that she is an organized person and plans ahead every day to ensure that she takes care of her personal and student obligations. She works well under stress and she is someone that works efficiently and consistently. She is a committed individual who helps everyone when they are in need. In addition to showing dedicated responsibility she is fair with everyone. She is full of integrity and exhibits true leadership skills every day as she undertakes many leadership roles on campus. She is impressive! A true hard working and dependable student!

Jose is a genuinely friendly, funny, hardworking, determined, resilient and a talented young man. He truly knows he is blessed with great educational opportunities and doesn’t take it for granted.  He engages in class and develops positive relationships with his teachers. He is willing to help his peers in class when they are struggling. He found out how rewarding this was and decided to volunteer as a tutor for a local elementary school last year and is now tutoring current peers. Jose is active in school and is currently the Associated Student Body Vice President, Drum Major of the marching band, and has held leadership positions with several other campus clubs. He makes his family very proud because he is not only a good student and leader but a reliable and helpful member of the family.

10. a. Recognition of California Gold Ribbon School - TeWinkle Middle School. The Gold Ribbon Awards recognize California schools that have made gains in implementing the academic content and performance standards adopted by the State Board of Education.

 

10.b. Recognition of 2017 Model Continuation High School - Back Bay High School and 2016-17 California Continuation Education Association Region 10 Administrator of the Year, Principal Debbie Davis. Back Bay High School was named a 2017 Model Continuation High School for their program designed to help struggling students stay in school. Debbie Davis, who has been the principal of Back Bay High School for nearly 15 years, has been recognized as the 2016-17 California Continuation Education Association Region 10 Administrator of the Year. 

 

10.c. Recognition of California School Employees Association (CSEA) Chapter 18 Scholarship Recipients. CSEA Chapter President, Pam Saunders will present scholarship awards to Jackelyn Huerta - daughter of Jackeline Huertra, Nutrition Assistant at Ensign Intermediate School and  Maximilian DeNembo - son of Elizabeth DeNembo, Job Transition Specialist at Harper Transition Services.

13.a. Report on Environmental Impact Report (EIR) for Corona del Mar Sports Field. The Facilities Development Department will report on the status of the draft California Environmental Quality Act (CEQA) process.
 

13.b. Report on Elementary Math Instructional Materials. Education Services along with K-5 elementary lead teachers will report on the process and results for the elementary math instructional materials pilot.

15.b.1. Approve Additions to the High & Middle School Course of Study. It is recommended that the Board of Education approve the revisions to the High & Middle School Course of Study for the addition of various courses.

 

Discussion/Action

 

17.b. Approve New Logo to Represent Newport-Mesa Unified School District. It is recommended that the Board review logo designs and select a new logo to represent Newport-Mesa Unified School District.

 

17.c. Approve 2017-18 PreK-12 District Priorities. The Board met to review the 2017-18 PreK-12 Board's District Priorities, evaluate the progress made towards those priorities, and determine the revisions needed as the district moves into 2017-18. The document presented for approval reflects the Board's direction for 2017-18.

General Board Meeting Overview

 

Board meetings are where elected officials conduct the business of the school district. Agendas for regular meetings of the NMUSD typically consist of a closed session and an open session.

 

Closed session agenda items are confidential and cannot be shared with the public. If the board agenda contains a closed session, the topics will be routinely related to confidential employee or student issues and/or pending litigation. The Board may also discuss various negotiations with its chief negotiator in a closed session.

 

Open session items are non-confidential agenda items in which the board conducts its business in view of the public. Open session agenda items are divided into the following sections:  

  • Public comment is provided so that members of the community can speak to the Board. If a speaker addresses an issue that is not on the agenda, the Board is restricted from responding to the speaker. If a speaker addresses an issue that is on the agenda, the Board may respond when the agenda item is scheduled to be addressed in the agenda. The purpose of the open meeting law, commonly referred to as the Brown Act, guarantees that public organizations will only make decisions or address issues that have been publicly posted. Public comments on non-agenda items do not meet this threshold. 
  • Presentation is when an item is being presented to the Board or from the Board.  Examples include presentation of a check or proclamation to the Board, or the Board presenting a Distinguished Service Award to a staff member.
     
  • Report is a verbal communication from staff on a topic of interest to the Board.
     
  • Consent calendar items are routine items of business that occur on a regular basis. The board will approve the consent calendar in one vote, unless the board pulls it for discussion. Often, consent calendar items are related to contract renewals, construction change orders, purchase of previously approved instructional materials, supplies and routine approvals required by state law.

Newport-Mesa Unified School District (NMUSD) school bus drivers Ricardo Sandoval, Juliann Scheafer and Jason Greenberg win top honors at the 57th annual Orange County School Bus Roadeo, which attracted nearly 100 drivers.

 

Ricardo Sandoval, who has been a school bus driver with NMUSD for four years, won first place in the county and first place overall. Juliann Scheafer was awarded third place in the county. As a team, Ricardo, Juliann and Jason placed first countywide.

 

NMUSD school bus drivers have been competing in the Roadeo, on and off, since 1991, and have amassed 18 first place individual wins and seven team wins at the county level.

 

School Bus Safety Roadeos are held across the United States and require drivers to pass a written test prior to competing in the seven behind the wheel events. The emphasis throughout the competition is safety and by design, increases safety awareness. Various Roadeos occur throughout California, leading up to the statewide competition. Drivers that perform well at the state level are invited to compete at the International Roadeo competition. Last year, NMUSD bus driver Victor Garza was awarded first place at the International Roadeo. Part of NMUSD’s success in the Roadeo can be attributed to the rigorous training program, ongoing education and testing that takes place within the district. 

 

“Everything we do, all of the training, all of the testing is to increase safety. We want parents to know that we have some of the best drivers in the state,” said NMUSD Transportation Operations Supervisor Norm Turner.

 

Participation in the Roadeo is voluntary and NMUSD consistently participates and succeeds at these events. Some drivers attend the Roadeo even if they are not participating in the competition just to support their colleagues, often times cooking and volunteering at the event.

 

There is a proud history throughout NMUSD of providing safe and efficient school bus transportation. NMUSD is an industry leader in student transportation for a variety of reasons including maintaining clean buses in good working order, having some of the best drivers in the state, and assisting other districts implement the Bus in the Classroom student transportation safety skill training program.

 

NMUSD is currently hiring bus drivers! If you or someone you know is interested in joining an award-winning team of school bus drivers, please visit the job opportunities website. Drivers can start with little or no experience and through paid training get the experience and licensing necessary to become a school bus driver. Juliann Scheafer, one of this year’s award-winning Roadeo participants, began with NMUSD in 2014 with no previous experience. She received her training through NMUSD and went on to successfully compete at the state level finishing with a fourth place win within her first year.

Students using Chromebooks

Newport-Mesa Unified School District (NMUSD) launched a Chromebook initiative that will provide access for all students to a digital environment.  

 

In fall 2016, implementation of the Chromebook initiative began with the Estancia Zone. This provided all students in grades K-7 with access to Chromebooks, with grades 3-7 being a one-to-one environment. Chromebooks were distributed to students in the Estancia Zone which includes TeWinkle Middle School, Adams, California, Pomona, Rea, Victoria and Wilson Elementary Schools.

 

Informational parent meetings were held at all schools. Traditional computer labs are being replaced with mobile technology and devices in the classroom.

 

With more devices in their hands, students will learn the benefits that technology has to offer by fine-tuning their foundational research skills, storing their projects and activities in the cloud, and sharing ideas in a safe and supportive online environment.

 

This initiative has led to increased use of technology in the classroom, with students using it for research, collaboration and to create new and exciting works, while teachers are finding new ways to engage students both in groups and individually. As professional development for staff is crucial part of the initiative, the Educational Technology Department has been providing training on best practices for using Chromebooks as an instructional tool, support for initial setup and lesson design using a co-teaching model and customized trainings based on skill level of staff. Digital Fellows and site technology coordinators at the schools also continue to provide support as needed.

 

The Initiative includes the following:

 

  • Kindergarten - 2nd grade: One shared classroom set of Chromebooks per grade level. Each classroom also receives 6 Chromebooks. Chromebooks remain at the school.
  • 3rd - 4th grade: One classroom set of Chromebooks per class. Chromebooks remain at the school.
  • 5th - 8th grades: In fifth grade students are assigned a Chromebook that they take home and keep until 9th grade. For the initial launch of the initiative all students in grades fifth through seventh were assigned a Chromebook.
  • 9th grade: Students will be assigned a Chromebook in 9th grade that they take home and keep until they graduate. For the Initiative, 9th graders will receive Chromebooks in Year 2.

 

Students that are assigned Chromebooks to be taken home follow a similar approach to when textbooks are checked out from the library. They are responsible for ensuring the safe handling and charging of their Chromebooks.

 

For the 2017-18 school year, the Chromebook initiative is expected to be implemented throughout the Newport Harbor Zone in the same format as the Estancia Zone. The Newport Harbor Zone includes Kaiser, Mariners, Newport, Newport Heights, Whittier and Woodland Elementary Schools, as well as Ensign Intermediate and Newport Harbor High School. It is anticipated that the Chromebook initiative will be implemented in the Costa Mesa zone and Corona del Mar in the following years.

The NMUSD Board of Education at its February 28,2017 meeting called for the equalization of trustee area boundaries by population, and initiated the change to voting by trustee area elections, commencing with the November 2018 Board of Education elections.

 

As part of the adjustment of trustee area boundaries, the District will conduct two initial public hearings to review trustee area boundaries and receive public input.

On July 1, 1966 the Costa Mesa Union School District, Newport Beach City School District and the Newport Harbor Union High School District unified to become the Newport-Mesa Unified School District (NMUSD).
